大连市作为国家首批的软件进出口基地，结合其自身特点将软件产业的发展模式定位于软件对日外包。然而，在大连软件产业发展过程中，企业规模等问题严重阻碍了其发展。与此同时，随着信息化的进一步发展，必然为大连软件产业的发展提供更多的机会与挑战。因此，制定适合大连软件产业发展的道路势在必行。
本文的第一部分对国内外软件产业相关研究进行归纳总结，在此基础上确定本文的研究方法。第二部分阐述了软件产业相关概念以及软件产业特征，并对影响软件产业发展战略制定的相关理论给予介绍。第三部分总结了软件产业的发展历程、当今世界所形成的软件产业格局以及软件产业的未来发展趋势，并阐述了我国目前软件产业现状以及指出我国软件产业目前所存在的.问题。在第四部分中，首先对大连软件产业现状进行阐述。在此基础上，从内部、外部两方面对大连软件产业进行分析。然后参考软件产业竞争力研究相关文献，制定软件产业竞争力评价模型，对大连、北京、上海的软件产业进行量化比较。第五部分通过前面的分析，结合大连软件产业发展的长远目标，参考国内外软件产业发展模式，为大连软件产业提出技术创新战略、发展服务业战略以及完善产业链战略，并提出具有借鉴意义的相应对策，包括:健全软件产业政策法规、完善软件产业带的建设、培养和吸收软件人刁‘以及加快技术创新。
The Development Strategy and Countermeasure Research on Dalian Software Industry
Abstract
As the core of information industry, software industry will become the force which promotes the economic increase and social development in this century. Not only can it greatly improve the country's overall economic efficiency, but also can form its own large-scale and elevate national economic index. With the development of information technology, as the leading industries in the era of knowledge economy, software industry will become the mark which can weigh a country's comprehensive national strength. Therefore, China focuses on the development of the software industry.
As the country's first batch of software import and export bases, combining with its own characteristics, Dalian located itself in Japanese outsourcing. However, a lot of serious problems such as enterprise-scale baffled the development of Dalian software industry. At the
same time, with the further development of information technology, Dalian software industry will face more opportunities and challenges. Therefore, it is essential to establish the suitable development road for the development of Dalian software industry.
In the first section, it summarizes software industry's correlative research at home and abroad, then it identifies the research methods. In the second section, it expounds the concept and features of software industry, and introduces the theories useful to the development of
software industry. In the third section, it summarizes the course of development of the software industry and expounds software industry patterns and trends. Then, it expounds the status and points out the problem of Chinese software industry. In the fourth part, it expounds
the status of Dalian software industry. Then it analyzes Dalian software industry from within and outside of two parts. Then referring to the software industry competitiveness study, it establishes the software industry competitiveness model and compares the software industries of Dalian, Beijing and Shanghai. In the fifth part, referring to the long-term development goals and domestic and foreign software industry development model, it makes technological innovation strategy, development of the service sector strategy, completing industrial chain strategy and proposes the corresponding countermeasures for Dalian softeware industry, including sounding software industry policies and regulations, improving the software industrial belt, training and absorbing software talents, accelerating technological innovation.
